First off let me say this is my last attempt to help this horrible community. I can understand why people are mad but jumping on people who are attempting to help is counter productive.
1. Delete your personal settings that Simcity may have generated from previous plays. To do so navigate to your Simcity folder and delete everything IN the SimCityUserData folder. DO NOT DELETE THE FOLDER (you might be able to do this but I have not tested it. the patcher SHOULD rebuild the folder if you do delete it.) ONLY DELETE THE FILES INSIDE THE FOLDER. DEFAULT LOCATION: C:\Program Files (x86)\Origin Games\SimCity\SimCityUserData
This should rebuild your SimCityUserData and correct any issues you might have had patching in the past the next time you launch the game.
2. Launch SimCity as Administrator. Do NOT launch through Origin because you cannot launch as Administrator. To launch SimCity as administrator RIGHT click the SimCity shortcut on your desktop and select Run as Administrator. When you launch the game the laucher should rescan your settings and re-apply any patches needed.
3. IMPORTANT - Change your server to Oceanic or EU East 2. These servers are running the latest patches. You can verify that information here: Server Update Information. After you select one of these two servers WAIT...... even these servers are getting slammed and they might be slow to respond to your request. I had to wait nearly 2 minutes for it to connect to the Oceanic server. If all goes well it will verify your software and then the play button should appear!
4. Pay attention when the game launches. If it states WELCOME BACK (origin username)! you're in good shape and you should be able to create/resume previous cities. (It will only state this if you've signed in properly before and completed the tutorial.) If this is your first login you will need to play through the tutorial.
I've used this method three times now while writing this to make sure that it DOES work. (Using the Oceanic server.)
Once again this is only to help. This may or may not work for you and it does require basic knowledge of Operating System use.

One last tip... If you're stuck trying to claim land for a city and you get the "Cannot claim city. Please try again later" I suggest setting your video settings to windowed.
Doing this will allow you to attempt to reclaim the location while still being to do other things on the PC.
This is just personal prefernce as it allows me to multi-task.

Well it's still through Origin... you just can't launch the application as administrator through origin or at least I don't know how to.
Clicking Play in Origin doesn't launch the game with Administrator rights.

OP-What version of windows are you running on? When I right click the shortcut i put on the desktop, I didn't get an option to open as administrator? We don't actually though have other user profiles on our pc other than the main admin one.

I am using Windows 7 Professional.
If you don't have that option you more than likely are not logged into an accout with the correct permissions. If thats the case youll either need to find out what your administrator username/password is or you're simply out of luck. Sorry.
I've provided an example on what it "should" look like.

Maybe I'll take a pic of what it looks like when I right click it. And, you must not understand what I mean. Our administrator is the only account we use. We don't use an admin and a user. Just the admin.

Ignore the UAC nonsense. I didn't notice you're using Windows XP...
Here is an article from Microsoft explaining how to launch software as administrator.

You are awesome beyond words for helping people out, but i'm gonna save my xp's to see if this really works. XD If it does, i'll xp every post you have in this thread. Fair enough? and.. my pb link didn't work too well that time. lemme try t hat again.
