You can buy from your neighbors.

You can research the controlnet facility and build it. Then you can add amplyfiers to further increase.

Make sure your academy is fully employed especially high wealth workers because those provide the best controlnet production per worker.

How do I get more Controlnet?

I would use the Academy, then from the research menu from selecting the Academy research the Controlnet Facility. The Academy alone produces enough Controlnet for many Controlnet needed buildings.

Where do I get an Academy?  I'm guessing the others in my region have left and I am the only one.
