What OS do you use?
Did you changes the standart locaton of your "Documents" folder?
The standard save folder for ME2 on Windows Vista, 7, 8, 8.1 and 10 is "C:\Users\>your user name<\Documents\BioWare\Mass Effect 2\Save"
If you have OneDrive, look in the OneDrive folder.
If not look in the root of your secondary drive.
If that still not helps, search your machine for "*.pcsav" files.

The Bioware/MassEffect2/Save folder would be in your documents, not in your program files. Check there and let us know.

Do you have Mass Effect 2 on your PC? If not, that would explain why the folder doesn't exist, in which case you just make it manually.
