I went through the steps but it's still giving me the same error

Is there someone I can talk to try and resolve this issue so I can gain access to the dlc's for Dragon Age and Mass Effect?
The issue is still there despite even reinstalling origin

You can buy the DLCs also on BSN.
- Logon to BSN with the same credentials you use for Origin.
- register your game at "My Games" > Register Game. (side bar)
- buy the DLCs under "Games" > Mass Effect 2 > official DLC. (Top bar)
- Download the DLCs at BSN or from here.

That's dumb, but thank you
only problem now is that it let me register all my games except for mass effect 2

You mean you can't register the DLCs and the game?
Did you tried to logon to the Cerberus-network manually? (game start screen at the "laptop")

The game registration for Mass Effect 2 says the product key is wrong (I originally got the Mass Effect Trilogy with discs)

If that is the case you need to contact EA directly. If you are not from the US change the country in the top right corner.
If you have trouble with the contact attempt look at this guide.
