@lilithfireflame What version of the game do you have? Is there a Bioware folder at all in the My Documents folder?

Same here, my trilogy installation from Origin is also missing the ME2 configuration utility. But luckily there is a manual workaround which worked for me, see https://www.reddit.com/r/masseffect/comments/3cecw2/mass_effect_2_origin_problems/csur27n/
