Correct, the Origin client will launch the game directly.
You have to create your own (desktop) shortcut to the Configure utility.
(I'm not at my gaming machine right now. I'll edit this post with the exact file name when I can verify it.)
[EDIT: Not too hard to find. File is: "<whatever your game installation program folder is>\MassEffect2Launcher.exe". mileywink: ]

That is, ummmmm... not really possible.
Double-clicking the program "MassEffect2Launcher.exe" will start the ME2 Launcher, which gives you the options of:
============================================
o Play o Uninstall
o Configure o Website
o Support o Downloadable Content
o Documentation o Exit
(And an advert to download one or another of the DLC)
===========================================
Creating a desktop shortcut which points to that program does the same thing as double-clicking it.
If the program is not starting, then you are trying to do something else with it. (No idea what.)

The program "MassEffect2Launcher.exe" is part of every legitimate EA/Origin download install of the game.
What do you mean you "can't find it"? What is the full path to your game's program files?

i have checked website over website and no of those were helpful so far.
