ME2: import ME1 character on xbox one

I've just completed ME1 on the xbox one and went straight on ME2 to import it to play but it won't work, my save file is there but when I click on it all it says is a sign in change has occurred and it just keeps restarting the game

I've been back on ME1 to do the last mission again which didn't work and I've tried signing in and out but nothing seems to work

It won't even let me access the cerberus network even though I have the DLC for that either
