Equalizer Pack cannot be downloaded

I'm Replaying the games and cannot seem to download the Equalizer pack on the Xbox one using the marketplace, the Cerberus network or the online market place.

When I attempt to buy it on the xbox marketplace or on the Cerberus network it says: Sorry this offer is not valid in your region. I live in the us

Is this the account you're trying to make the purchase on?

I live in Washington state USA, yes you can check. Also yes this is the account i am attempting to make this purchase on.

Excellent, thanks. Just to ensure that there isn't any sort of local caching issue can you try a restart of your system? Hold the front button until it beeps and shuts down.

I tried this and it still hasn't worked
