"Missing ssleay32.dll

Recently I have been encountering a missing ssleay32.dll error, I have tried uninstal/reinstal which didn't work, I manually went into the mass effect folder and the .dll file is there yet it seems that it cannot be read it worked yesterday for a while because I copy pasted another ssleay32 file in Mass Effect's folder and it worked for a while. Today when I tried playing it said it was missing, I checked the folder the .dll file is still there. Any suggestions?
