You can't, the saves must be present on you hard drive.
Is there a "Bioware" folder in your "Documents" folder? If yes, there is no "Mass Effect 2" folder in the "Bioware" folder?

@Killerbozzy Start the Mass Effect 2 Launcher and hit the 'Configure' option. Hit the option for 'Save Games' and it will give you a button to 'Copy Mass Effect 1 Save Games'. Your save folder is typically going to be under //"Your User Name"/My Documents/BioWare/Mass Effect/Save. Select the folder and hit ok. When you get in game you should be able to import your game.

The cloud save feature makes a backup of your local saves, but the local saves should still be there. To check, disconnect from the internet and see if Mass Effect can load your files.
What folder (full path) did you check?

Additional to @Fred_vdp this, "C:\Users\>your user name<\Documents\BioWare\Mass Effect\Save" is the standard path to the save folder of Mass Effect.
If you changed your standard Windows "Documents" directory, the saves will be there.
