If you had a starting point from a desktop PC, you would first need a replacement CPU for that Celeron, if your mainboard would handle a C2D, plus a far more modern add-on GPU, however, a laptop as old as yours is past worrying about Your DxDiag makes no reference at all to any real video card, only to an Intel integrated video chip; laptops do not allow the upgrade of either a CPU or a GPU. They are both fixed in place when delivered.

EA isn't here. This is AHQ, but very simply put, both the processor and the video device named in the first one-quarter part of your DxDiag report is so horrendously old and horribly weak, it can't do anything at all. Here are the game's requirements (below)
FYI, *I* haven't asked you for any information that I am aware of. You probably think that AHQ and the EA Help Center are the same thing, when that is not true at all.

The equivalent to those minimums they named for playable results today: Geforce GT 640 and Radeon HD 6570.
Since cards' names are practically meaningless without a score sheet, the Geforce 205, 210, 215, 305, 310, 315, 430, 510, 515, 520, 610, 615, and 620 are all below the Geforce 640. The GT 630 is a fence-sitter, not recommended (to be fully complete, all of the Geforce 6n00s, any 7600 - downward, 8500 -downward, 9400-downward, are below minimum). The Radeon X1550, HD 2400, HD 3450, HD 3470, HD 4350, HD 4550, and HD 5450 are all below the 6570. The HD 6450 may be a fence sitter, however, I don't believe it is actually quite that good. The HP card that Hewlett Packard sells as an HD "7450" is just a 6450 over again.

The simple answer here is, your laptop, particularly CPU and graphics card, is way below minimum specs (as posted above by Gorath) and the game is not able to run on this hardware.
Alright, I just want a simple answer to a simple question. My DxDiag text file is above. I have not found any information regarding the error number that I'm getting...
Preface: I am running an ATI Radeon X1650 Pro, on Windows 7 x64, 4GB Ram, Core 2 Quad; everything with updated drivers and adequate power.
Chapter 1: Click "Play" and I get the error: "Failed to allocate a graphics resource. SimCity will now exit [1008].
Question: How can I play my game; will I need to buy a new graphics card; or...what?

I know this has been answered before via http://answers.ea.com/t5/Miscellaneous-Issues/failed-to-allocate-a-graphics-resource-simcity-will-no.... But I want to know if there is a simpler solution to this. I want a way to where I don't have to buy a new graphics card or any new things for my computer in general. My simcity finally downloaded after and hour wait but all I get is the "Failed to allocate a graphics resource. SimCity will now exit.[1008]. Is there a possible way to fix this. I have been waiting patiently since March to play this game but once I had money after the release of the new consoles I can't play it. Any simple solutions or videos?
