I was previously unable to fully update SimCity, then yesterday it finally finished and launched. After that I tried to open it again, and the initial loading block came up, but never got to the screen to press play and shows "not responding." I looked on another post which said to copy and paste the patched files to the original files and replace them. I did this, but it's still not working.

This thread is very old, never answered. I happened to see it, looking for something else.
There is not now, nor has there ever been, any support for running this game on low end machines with nothing better than Intel IGP video, sorry.

So you mean my pc can't play this game? Today I buy it and I have the same problem with no responsible game...

This game don't have new patch for 3 years, so tis the final prodact. So why its still have bugs with laucher or script at game...

Turn off EVGA Precision X and launch the game. Seems this is a known issue. I don't know if turning it back on once the game is running causes any problems.
