SimCity Street light and building lights flicker when zooming out

I have two radeon hd 7800 graphic cards and when I play SImCity 2013 everything is fine during the day, but at night when I zoom out lights such as the street lights and buildings flicker. This is extremely annoying since the game is almost unplayable! Does someone have the same issue/ fix for this?
