Sim City 5 Settings stuck on ultra

I am playing on my windows 8 laptop and was testing the perfect shadows n stuff

While i was changing Shadows to ultra it started lagging and i tried to turn it back down to Low, but then shadows got stuck on ultra! i tried to fix it by restarting the game, toggling fullscreen, shutting down the computer and started it up again. It won't work. None of it did. Anyway i can fix this?

I haven't got the foggiest of an idea, and with the loss of this game's popularity, readers of messages here are mostly missing.  You will probably do better on Help Center than over here.
