Problem : Could not start the renderer (1001)
I did this :

- clean boot
- clear origin cache
- turn off firewall and antivirus
- uninstall origin and game , clear registry, install again newest version
- drivers updated to newest ones
- game works on intel hd 4000 but it won't work on GF 630m

- game works with origin ingame turned off

While seeking something else, I saw this thread, never answered.  Here are the requirements:

 

Simcity 2013 Requirements

Operating Systems:
SimCity will run on Windows XP, Vista, and Windows 7.
CPU:
Intel C2D E4400, 2 GHz, or AMD X2 4000
Video Card:
Geforce 7800 GT or Radeon HD 2600 XT with 512 MB VRAM
***NOTE: each of the above-mentioned must also have Shader 3.0 or better support, and it is essential to the game’s performance and stability that the latest possible drivers for your video card are installed at all times.
2 GBs RAM
Direct3D Dx9
Needed space on HDD 10 GB
Optical Drive:
DVD-ROM drive required.

Internet Connection:
Players will need an Internet connection of at least 256 kbps download and 64kbps upload or faster. 

 

Neither a GT 630m nor any Intel IGP is supported.

Hi there,I also met this problem before even with the top hardware.But I found a weird method to solve it.You can try install more Microsoft Visual C++ Redistributable 2013 components,BOTH x86 AND x64 edition(even if your PC is 32bit/64bit os,you still should install the other one).And I think this problem will gone.I have no idea why I solved it by doing so but I succeeded.
