Repeat player for headline hero

I have spent over $40 and many hours trying to complete the headlines hero set. I've completed the headline hero set over 20 times but I keep getting repeat players for 93 Chris Boswell I've received the other players to complete the set many times but I am not recieving 83 punter Jordan berry for me to spend that amount of many to complete this set is unfair and not receive him even though I've won and completed the necessary collectibles is unbelievable
