Player boost using Chem max out [ Edited ]

Okay I'm having trouble understanding how to bump players to 99's using chem max out. Example I have the 97 PHero
jordan reed and maxed out both SEx2 and CM and he only bumped to a 98. I have several players who were either a 95 or 96 and was able to max them out at 99 using the chem boost max out. Just not quite understaing how it works for some but not others. Any assistance with this would be greatly appreciated. Thanks

put reed at wr and he is instantly a 99 overall
