Difficulty after journey restart

I have just restarted my journey and I am finding more police on me in very early levels. Has the game remembered my previous play through? And chose settings to match, especially difficulty? If s is there a way to have a total restart?

cause i found with alittle bit of outlaw stat's seem's like every time i pass a cop they roll after me lol
