If you are talking about PvZ Heroes, then yes, they do lose a star when disconnecting.

Which kinda sucks since I try to run on wifi, which can be flaky.  We as players don't get a second chance to retry/fix wifi or switch over cellular data as I've seen in other deck games.  I don't want to waste another player's time, but the message we all get is "Waiting on other player", not "You are about to DC, you got 10 seconds to fix it".
