Why would you set the bonus weapons at 15 kills with less than average guns

Do you mean the assignments to unlock the new weapons? In the update notes you can see that: "The tasks usually highlight a team play action (such as reviving) and a weapon that has not been highlighted enough in the past (such as the slug shotgun for example)." So the purpose of these assignments is to get the players to use unpopular weapons and maybe we can find out some advantage of using these weapons. For example, I found out that Model 10-A Slug was really accurate even at very long ranges.
