Socialize button doesn't make on-line sims appear

I'm sorry. I can't type and english is not my native language so I'll always try to be as brief as I can. But this kind of things needs a lot of details to explain.

You could just try to reproduce it by throwing a party and experimenting with the socialize command.

Yes those are the household Sims I'm referring to. I could see them enabled on the relationships panel. But now I'm considering one of them could already have moved out, I can't be sure. But I remember hitting the socialize command and nothing happening. 

Just consider that Sims you can't summon should not show enabled in the relationships panel.
