As fare as I know BF1 did run on non SSE 4.1 CPUs, and I doupt that Bioware did use an older version of the engine for Andromeda.
Still, both CPUs you mentioned are beneath the minimum system requirement for the game, so no guarantee.

What is this even supposed to mean?
Mass Effect Andromeda is using the
Frostbite 3 engine and Origin as
platform. That means that the game
will be compatible to Windows 7,
8.1 and Windows 10.

Your reply has a hint of arrogance, IMO. his main concern was "will it run" and not technicalities.
A little kindness and understanding in response to his main concern would have gone a long way.
As far as you saying system requirements being "posted soon," here's a link to the requirements page:
https://www.masseffect.com/buy/system-requirements
Well, as you can see it is blank! So much for that thought.

First, my answer was relating to a rather ridicules theory, not the system requirements per se, I thought that would be obvious.
Second, as @EA_Barry already pointed out, the page is not blank at all.
Third, if it is for you > go here > Typ in "Mass Effect Andromeda system requirements" > 743,000 results.
