How do I change gear and camouflage on vehicles

Hello all. I would like to ask how do I change gear and camouflage on vehicles, it must be connected to the server and watch the map where there is a vehicle or it goes well in the game menu like for a soldier? I thank you all for answers.

That's only available In-game.

If you'r in the Spawnscreen, then switch your cursor on the Vehicle symbol in your Base. Then you should see the option to click on it, for Costumize Loadout!
Same system for Tanks and Planes.
