Unable to delete primary payment info

I keep encountering an unknown error when trying to do so via mobile site. I was charged three times today and have already changed my password, added the verification (didn't know it existed for origin), and deleted the PayPal info.

However I can't delete the primary info and my phone seems to be unable to access the live chat. Any suggestions?
