I do not think so.. :O Might depend on where you live, in my country I'm sure it would be free (Sweden). Normally it would be stated that it costs money?
But if you want to be 100% sure it's free you can use the live chat. If it does not pop up automatically, try choosing some other details and you might get the live chat instead of the phone option

Hm that's strange.. Is you case on EA Help still open? Can you contact them again and ask for an update maybe?
