Fifa 19 Career Mode Scout Busy

When I am playing career mode, early in the second season, my global transfer market scouts cannot scout any players. They are in the correct region and are not scouting any players, yet when I try to scout an eligible player I get the “Scout busy, cannot assign scout to ____” message. I have tried firing and hiring new scouts, switching regions, etc. and nothing works. This issue is super frustrating and makes me not want to play the game anymore. I’ve seen a couple of other people post about this issue but decided to post about it as well in hopes of getting a solution.
