DLC campaign items don't show up on PS3

I'm replaying DA:O after completing all the extra DLC, but when I start a new game, the DLC reward items don't show up. I've got everything downloaded and confirmed I got the necessary achievements (like beating the Harvester on hard), but new characters don't have any of the items they're supposed to. To make things weirder, I do have access to the promotional items like the Blood Dragon armor. I'm only having issues with the ones that are tied to achievements and certain DLC campaign milestones. Is there anything I can do to make these available for new characters?
