I know this is an old thread, but I was having this problem and found a much easier fix.  Go into task manager and end the Windows Installer process.  Go in and the redist packages should install just fine.

I had this EXACT problem. This led me to this forums and now I am sharing you the solution that fixed it for me. And after trying these solutions posted and running into more problems as I found out I could not install either VC++ 2005 or VC++ 2008 but I had 2012-2015 installed already.

Open services and enable+start Windows Modules Installer. Instantly worked for DAI and ME3 for me, both installed perfectly after that.
