EXTREME Texture pop-in / Draw distance issues

I still can't play too, was perfect now it stutters lags so bad i can't play at all

did the draw distance of the flora and rocks ever increase, or is there still a "circle" around the character?  I've noticed flora pop-in in the storm coast and I was wondering if it's my rig or just the game.  Any help would be greatly appreciated.
