To catch a thief bug [ Edited ]

I can't seem to end the quest as whenever I loot wall eye sam for Isabella's letter, the letter won't trigger.

I've tried reloading the save, messing around with console debugs, nothing has worked.

Any tips?

EDIT

After skipping scenes with the debug commands I managed to start the next quest, but I now have the same problem with Isabela's Act 3 Quest!
