Dragon Age 2 DLC Corrupt Xbox 360

I love DA2 so much that i want to play it again. But every time i download the DLC for it i get the following message, "The following DLC is corrupt and cannot be used. Re download and try again". Know i bought the DLC on one Xbox gamertag and downloaded it to my hard drive, and would like to play it on my new gamertag but i keep getting the earlier message. Is there any way to fix this problem?

@SilentMabari Hmm, can you ensure that the initial account has that console set as its Home system? Can you play the content on your main gamertag?

My content is available on my account, and my daughter plays on her xbox account (same console system, though).  And suddenly, her content is not available to her, but is available on my account.  We hadn't been having a problem til just today 11/5/2018 at 10:52 am PST.  Why is the content I bought from XboxLive suddenly not available to anyone but me?
