In the game, make sure you're logged in and allow uploading gameplay feedback. Then load a file, change a piece of equipment (e.g. take off a ring) and save the game again. Then wait a few minutes before turning off the game just to make sure it has time to upload.
If that doesn't work, keep in mind that uploading your profiles is actually not at all useful. In order to export a world state to Dragon Age Inquisition you will still need to make all choices in the Keep from scratch. The only thing that changes if you upload a DA2 profile is that the keep knows some basic info, like your character's name and class, but you could modify that info without an import.
