There is alot of ways to fix this problem.
First try this.
If still not working please use the search like goraththeelder said.....

The solutions in the link provided do not work. The program still will not start. Try not to be so nasty to people who are just trying to get a program they paid good money for working. I've determined at this point to never buy an EA product again.

I am facing the same issue.. I also tried the recovery app: everytime it downloads updates, processes a big file, verifies data and then asks me to restart to play SimCity. When I restart, I again get the 1006 error message.
Also, at times the restart does not happen and a simCity task sits inactive in my background processes, which, then, I have to kill and launch again to face 1006.

Oh I decided that a long time ago. I thought I would see how things may have improved after months of giving up on this game only to find that it is still majorly flawed and I now can't even load the game. This is a big joke and I hope EA go out of business. They simply canot deliver!

I wrote this in another thread:
My game failed with "Memory allocation of - 889192514 bytes failed. Simcity will now exit. (1006)", but as a last resort you may try to unistall the game from "control panel -> programs" and installing the game again from origin.
Miraculously resolved it for me at least.
Sounds pretty dumb, but it has worked for several people now, so it might be worth a try
