Red Alert 3 Uprising stuck at the splash screen

Bought Red Alert 3 Uprising on steam , downloaded the game , and every thing is fine , i start the game and it stay forever in the splash screen , it doesnt say anything , not "loading" or error message or anything , apparently it's a VERY known problem , but still no clear solution ?? 

i got Windows 8 64 Bit  

 
any help is much appreciated
