Don't think so; if you buy a collection pack, that's kind of the opposite of preordering a game, no?
I think most such bonuses can be found online on fan sites though. In fact, if I remember correctly the C&C3 Kane Edition extras (the special unit skins, anyway) are always included in the game, but just need to be activated in some file or registry entry to be used by the game.
So yea, I'd say, google around a bit on the specific games to see what you can find/enable/add.

Note that the community patches for the older Westwood generation of C&C games include bonus content of a different kind; content originally exclusive to the console versions of the games. C&C1 has bonus missions from the Playstation and Nintendo 64 versions, and the Red Alert expansion missions have briefing videos from the Playstation version.
The unofficial patches for Command & Conquer 1, Red Alert 1 and Tiberian Sun fix a lot of the games' bugs and compatibility problems. For Red Alert 2 there's a more general patch that solves a lot of its graphics problems. You can find them here:
