Health recharge issues

I never really post in forums,but I'm having an issue I can't seem to find the answer to.I know that character abilities don't recharge between rounds of a battle,but I was always under the impression that health does,and that's always been my experience.But twice today that hasn't happened and I've entered a round with minimal health.Is this supposed to happen,or is it a bug?

For things like Galactic War the health will refresh slightly after each battle but not fully.

The instances I'm referring to were standard battles-one a light side battle,one a challenge.I haven't unlocked Galactic Wars yet.

@SafiraLeiana - There's no health recharge between the different phases of a battle of from 1/3 to 2/3 you won't get your health topped up.
