Hibbert/Hospital Quest Stuck

I started the Hibbert Family Practice Quest but have become stuck at the task immediately after the building is done being built. Bart is supposed to start the next task to trigger "Bart's Checkup," but it never happens. I've tried the following:

1)Making sure neither Hibbert nor Bart is on a quest and are free

2)Placed Hibbert building and Bart's tree house in inventory, shut down game, restarted, then placed them back

3)Uninstalled and reinstalled

But still the next task will not start. Anyone have any ideas how to fix this?
