Characters Stuck In Boardwork

Those mini characters received from quests, such as mini krusty, turkey, zombie etc, they walk around my town, but always end up in the boardwalk. And once there, they are "stuck" there and can't walk out of the boardwalk themselves. I have to individuallly put them into storage, then individually remove them from storage so they'll walk around the town itself, instead of all clustered in the boardwalk.

My guess is that you need more roads in your town. I like to see the NPCs wander on the boardwalk and dont mind it but if it bothers you do not connect the boardwalk to any road and extend your roads throughout your town.
