Can't get General Hospital - Help Kramp Krusty doesn't activate

I am stuck. I cant get the General Hospital quest as I haven't finished the Doctor Hibbert quests. I am stuck in the Kramp Krusty quest in that specifically. 

I am at level 37 and have 2 Krusty burgers and 2 oraznge houses and have never sold any of my Krusty burgers. (one giver 13$ every 15 min, the other 15$ every 15 min.) 

I've been stuck here since early november and am beyond pissed. What can I do to get it by activating "Kramp Krusty"
