You can try to fix it, but I cannot promise to you the success. The following list is about the "must to have" weapons and gadgets what you need to purchase to unlock the pre-requirement. The nuber after each weapon show how many times did you killed somebody. So, less likely any weapon is missing.

1st. Log-in in Origin and Battlelog too. Check the listed items. If any of it is "available to purchase, then buy it.

2nd. Do the same check like I mentioned in step 1 in-game too.
3rd. Try to equip and use in-game the:
Camera
Decoy
Stealth Training
4th. Try to kill with the following weapons:
SR-25 ECC
93R
In step 3 and 4 play at least 2 rounds without leaving the game before the end to make sure the progress been saved.
