I had this issue too. It turns out that download you did was only the summer update, not the DLC. To download it click on BF4 in Origin -> click the 'i' button -> scroll down and find the expansion -> click the download button to the right of the expansion. I had this issue once before with all my DLCs after switching to a new rig.
