Unable to retrieve battle packs

when loading the game it tells me that it is unable to retreive battle packs, what does that mean and how can it be corrected.  I have talked to someone on the live chat and they seemed to be of no help....  I have so far deleated the main game and reinstalled it.  was wondering if doing that with the other downloads would help?

normally it says that when your signed out psn error or not connected to internet at all
