Unable to play/download Final Stand on PC

so im not sure whats wrong here. 

I own BF4 Premium and have no issues with the 1st 4 expansions. In my library, I can see all 5 expansions listed next to BF4 Premium. 

when I hover over the first 4, they give me the options to play (or repair or update). When I hover over or right click Final Stand, it says download but is shaded out and does not allow me to download. when trying to join servers, it tells me i need to install this update still. 

I have ran updates to BF4 and each expansion - says everything is up to date. 

how do I get this downloaded?

try to play - says download click here to install

brings me to origin library

then i get stuck because there is no option to download

this is all set now.

Origin crashed and made me log back in, then it started downloading.
