Night Operations Download

I'm already a premium member and have BF4 with all the additional expansions.  When I get to the download screen for Night Operations an additional premium membership is added to my cart and I'm informed that the "free" download will cost me another $26.  I am prompted for my credit card information, which should not occur.  Please advise.
