Basically used to play bf4 on ps3 then i upgraded to ps4 however only recently have i purchased bf4 for  my ps4 can the levels etc be transferred to my ps4 bf4 ?

Yes you are able to transfer.  I was able to locate your Battlelog Profile and it seems that you were able to transfer your stats.
