Low GPU usage on 7970ghz And high CPU usage(6300) Frames do not exceed 40 on any setting.

As is said in the question I get extremly low GPU usage for what it should be (sticks around 30%) where as cpu usage is often 70-80% and i get really poor frames for what i should be getting barely 40 with everything on its lowest.

same i think it must be something to do with the latest update, i was getting good frames, but now nothing over 40fps the worst part is i'm on a 144Hz monitor
