How do the servers work and why aren't there more localized options?

I have a netduma and am located mid Atlantic eastern US. Netduma has US East Conquest servers located in central California. TDM server locations sonetimes in Washington DC area but never Conquest. My ping is usual 15. Wondering why us east conquest always California server and if so why isn't my ping higher?

There are many variables to why it is like that. You are using fiber right?
