How do I join as a commander on bf4 for pc?

I am a level 14 on ps3 and im wondering why i cant find a commander slot on the server browser. I went to the filter and selected the commander mode and  clicked on the apply filter button and it comes up with servers that just say join server. Before i got the game i saw commander buttons on servers that people can play on, but now i cant seem to find one or a spectator button. please help if you can.

The problem is your end, not the game. If you can't follow a simple task of going to squad manager and clicking on commander you are simply not made for going into commander mode.

And also, making 3 threads about the same thing won't make the answer come faster.

The join as commnder is clearly visible in the right column of the server browser on PC.
