Cannot activate Phantom Bow Assignment in Battlelog

same problem game is not offering the skull and i'm stuck at the sweden part of the world, i talked to a EA tech tried their only suggestions (clearing cache, cookies) told them to refer me to a specials

i am having the same issue, i am premium, have played on any other side account than the one i am playing, go to battlelog on my PC, no skull i talk to 2 tech support guys for 40 minutes and the only result was update my browsers, which was done, and clear my ceche which i did, i looked for it on PS4, PC, and laptop all with the same result, i installed google chrome and tried that, nothing, does anyone please know?
