Bf4 transfer from ps3 to ps4

I did my transfer and everything transfered fine except for my premium it now wants me to pay full price for it again even though on battle log it still shows my account as a premium member.....any reason as to why it's like this?

How are you trying to download Premium when it tries to charge you full price?  This is the method that worked for me:

When you do the soldier import and premium transfer it must be on the same PSN profile that purchased premium on PS3. If you are logged in with the same profile start BF4, go to the premium section of the BF4 in game store and "repurchase" Premium for zero dollars.  Then close BF4 completely (not just suspend) and restart BF4 so it initializes with your premium file present.  Next go back to the BF4 in game store's premium section and now you can download each of the expansions.
